a) still better than having him around as a big possible hostage exchange packet.
Not that he would be exchanged, but his dead body won't draw people to take hostages.

b) IMHO the fact that it took so long was far worse than a martyr scenario. I had estimasted either very fast (3-6 month) or at least around 3-4 years. Eluding for so long after such a deed as 9/11 might give others ideas.
