When someone creates an account, the full interface should be shown by default. But, I will redo some testing in that area. Maybe that was an isolated situation due to an external factor. Or, maybe it was not the latest version of Google Chrome. But, if you can have that person to email me, I will be happy to try to help that person get used to the site and make sure he can use it with that browser.
