SOLVED:
well, I knew our novell guy could get it. Here is the .ncf file to set this to a higher value.

set maximum record locks per connection = 15000
set maximum file locks per connection = 400
set maximum record locks = 40000
set maximum file locks = 15000



now I just have to stay below 15000 records per transaction, or ask him to bump it some more ;)
