In your config.fpw, what are these settings (do you have complete permissions to the paths):
EDITWORK=C:\FOXPRO\vfp9\TMP\
PROGWORK=C:\FOXPRO\vfp9\TMP\
SORTWORK=C:\FOXPRO\vfp9\TMP\
RESOURCE=c:FOXPRO\vfp9\foxuser9.DBF
TMPFILES=C:\FOXPRO\vfp9\TMP\
