Folder properties will always show ReadOnly.
Check the file locations used by VFP (Tools > Options > File Locations) and make sure anything that needs to be written is not pointing to Program Files, Program Files (x86), or Windows
Did you try running VFP once as Administrator to see if it fixes your problem?
