Perhaps you can do the following?
1. have RESOURCE OFF on application startup (e.g. embedded CONFIG.FP)
2. Check to see if user already has FOXUSER.DBF -- if not copy from a "template" stored inside program to user's My Documents folder
3. SET RESOURCE TO a copy of FOXUSER.DBF in user's My Documents folder
4. SET RESOURCE ON
