Are your reports included into the project or excluded? The error you're getting refers to some cursor that the program wants to modify. It may be a cursor that drives the report, it may be the report file itself or a table.

I suggest to take a look at the code which is near that particular report creation. Also, make sure that user has read-write rights to the folder where FoxUser is stored.
