Only if those 30% start buying more expensive phones with WP7 on them. I don't see that happening. If MSFT and Nokia start selling inexpensive WP7 Nokia phones only overseas, it will make a lot of customers who bought the expensive ones upset. Of course if they offer a WP7 phone at a low price worldwide, MSFT may just make that 30%....
