That version of install shield is very old. I did a little googleing and I rand into this.
I found an article which suggested using the copy of regsvr32 that is in \sysWOW64 rather than \system32.
I know that I have to use the odbc admin program in sysWOW64 for a 32bit drivers on my Sql Anywhere database so this might be worth a try.
