What group receives the most entitlements by far? The elderly.

There's a reason Paul Ryan only wants to make draconian cuts to Social Security, Medicare, and Medicaid for those 54 and under. 55 and up is solidly Republican.

Here is a demographic stat from the 2010 elections you may not know. A majority of voters in every age group voted Democratic, with one exception. The elderly. They voted overwhelmingly Republican. And they do get out and vote.
