Note : In the majority of the USA, public employees cannot be paid based on efficiency or merit. Union negotiated contracts strictly forbid it. Pay is based on position and seniority. In addition, it is very difficult to fire public employees and as a result many incompetent people are actually "promoted" or at worst "laterally moved" to new positions in order to remove them from the position they are performing poorly in.
