Actually, the modality of forms in a formset is ignored. It's the modality of the formset that counts. If you want it modal, formset should be modal; other way round, if formset is modal, you may jump between forms within the forms in it, but not outside. I don't actually like this solution, smells like Read Modal from 2.x :), and it's actually quasimodal.
