Bolivia recently got involved in an interesting conflict - we received the visit of some Iranian minister, who turned out to be on the Interpol "wanted" list, accused of being behind the attack against the Jewish center in Buenos Aires, some years ago. The Bolivian government must have received some complaint, so they asked the minister to leave the country, and apologized to Argentina.

Now the Jewish Argentinian association is complaining that they should have detained him - but I suspect that would have been very problematic, due to issues of diplomatic immunity. It should also be noted that the respective governments of Bolivia and Iran maintain close ties; that may have played a role in the decision to do what they did.
