But you (stupid english language, you as in plural "you guys?") are avoiding the issue that Mike H is saying. Was the bill passed by the Congress or not? If it was then it is a law created by the Government, not the President which would be the initiator or whatever is called. Unless you do not believe that your Government is a Federal Republic. Of course the third "leg" of the Government can rule the law (or bill as it is) unconstitutional thus rendering it void (not sure if it is the right word).
