You have my sympathies. I had to live with a quirky (aka "bad") interface for a year before I could convince my boss that there really was a better way. Actually, to be honest, I just finally did it and then told him why. :-)

Get this, the Utilities button is supposed to call another form with push buttons on it for the main utilities. in other words, form push buttons take the place of menu options, and all behavior is "modal", even though the forms themselves have to be modeless.
