I assume that you're getting 'Class not registered' when you try to instantiate it.

Make sure that you've upgraded InstallShield Pro to at least SP2. There were some wierd problems in the initial releases of Professional that affected copying and registration of some OLE components that were resolved in SP2.

Make certain that you register the MSCOMCTL that you install; it's probably on the system already, and earlier versions may not have all the same ProgIDs as the version you work with.
