The thing that makes "war on terrorism" a misnomer is that it isn't state sponsored. Although some countries like Iran and Pakistan have aided and abetted them, Al Qaeda and other terrorist groups are rogue organizations. It isn't like the old days when we could consider ourselves at war with Germany or the USSR.
