1) Repeal Obamacare (This assumes that it still exists meaning the Supreme Court has once again failed to do its duty)
2) Repeal Dodd-Frank
3) Repeal Sarbanes-Oxley
4) Remove all czars
5) Eliminate the EPA, NLRB, TSA, DHS, Head Start, and any number of other lettered agencies and programs.
6) Eliminate ALL subsidies
7) Reset and freeze all federal spending at 2008 levels. (Only applies to that which survives the afgorementioned eliminations)
8) Lower corporate tax rate to a max of 15%. Eliminate taxes on dividends and capital gains.
9) Eliminate the existing income tax code and implement the Fair Tax
10) Remove all federal restrictions on energy exploration and approve existing premits currently being held up

That'll do for the first 100 days.

All the while he/she should be moving towards removing federal ownership of Fannie/Freddie/Sallie/AIG/GM/Chrysler/...
I'll allow more than 100 days for this as bankruptcy/receivership proceedings take time.
