I don't think Obama has spent much time blaming Bush, beyond recognizing facts that are evident to everyone. He has taken ownership of the economic mess and is doing his best. We're just not there yet.

And we won't even be started in the right direction until he is out of office. But you are wrong about Obama not blaming Bush. Every time I see him talking about the economy he is still blaming Bush.
