I was able to avoid it to be ON when Windows loads. But, when I close a Terminal Server session and get back on the laptop, it turns ON back again. So, there is one little setup somewhere that needs to be done. This one seems to be related to the closing of a Terminal Server session combined with a unlock of the laptop.
