It depends on the users needs. Is this a high volume data entry form? If so, do you really want to require the user to stop data entry, grab the mouse and scroll the form down to get to the remainder of the fields in the middle of the form?

Even if it is not, I believe an inuitively navigable pageframe would serve the function better. Fit all the fields you practically can on one page, and give the user a next-> button on the bottom. This way you can tab from field to field, and when you get to the bottom just hit enter, and there you areYou can do this for as many pages as you like.

I believe that the only justifiable place to use a scrollable DE form is when the user won't budge.
