It's also an early rush hour here. Some of them are white collar workers who have to leave early because we're so far from downtown Chicago (~1.5 hours either driving or by train) but the impression I get is many more work in the trades -- plumbers, carpenters, construction -- which for whatever reason have early work days. By 4 p.m. the main east-west road is backed up forever when they return home.
