That's exactly what it's saying. Windows owns the WinAPI, not DevDiv. Seems to me that what WinDiv is doing makes lots of sense, Instead of using the Win32 API OR .NET, and sometimes having to choose one over the other because one was lacking the capabilities you needed, you can just use one, single API.

Perhaps instead of going against DevDiv that developed .NET, WinDiv is embracing it and moving to the next level.
