The only public action that is related to such procedure is a merge of an account. When that happens, it cleans up the mess and merge the owner's messages into his main account.

As I mentioned in the other message, there is a decision under way if lifetime ban suspension will apply or not. It also does not seem we will get any cooperation from the member.
