Two issues: How the callto: tag got into the web page in the first place and what that tag is associated with.

In IE try : Tools/Manage Add-ons. Look around for Skype under Toolbars and Extensions and also Accelerators and try disabling those.

Or, in Skype advanced settings uncheck "Use Skype to call callto: links on the web"
