Pretty incomprehensible.

There's a surprisingly frank press release at http://www.unog.ch/80256EDD006B9C2E/%28httpNewsByYear_en%29/8059A08A25E9F0F1C12578BD003A08A8?OpenDocument . Looks like he won't be doing much more than shuffling papers; the UN is exceedingly good at that.
