Well I believe I found a workaround to the problem. The clue was that when I switch from page to page the scroll bars go away. So I put in the activate method of the page having the issue "this.refresh()" (since each page's click method contains a refresh command). I have learned that when the OS switches window focus the activate method is one of if not the first to fire.

It would be nice to know the real reason for the "bleed through", but for now this fixed the problem.
