Anyone can have any title in the I.T. world.

You write an "Hello World" app. and yeaaahh you made it. You can call yourself a senior expert super duper developer.

Or better. You heard someone talking about twitter and facebook. and you can call yourself Social Network Guru.

Many times people looking for experts in the I.T. field don't really know how differentiate the good from the bad. So they will hire by title. And frequently the results are not very good.

And the wheels are turning ;-)
