I cannot discern any decision making structure. (senseless , disorienting)

Here's an example. Should people re joining be regarded as reinstated or new joiners. they have been discussing this issue for 2 years.
I have suggested
from an IT end we should just provide the ability to flag people as reinstated and let their membership services decide when to use it. For some reason this seems to be a problem.

they find it difficult to mark people as dead (helps not to send out those awkward mails to dead people) as it involves many actions due to the structure of the data and the way it is accessed. I suggested providing a deceased routine that will take all the actions to make surer someone is properly dead and won't show up in mailings.
The rage guy told me he wants it to be hard to decease people as they should have to think about it before doing it. ( surreal distortion )
