Several things may happen. One, the .app wasn't compiled for the runtime under which it is supposed to run, i.e. your exe and your app are not the same version of fox. Next, check the file itself - it may be corrupted. Try bringing in a fresh copy. Next, W7 may have its own opinion on whether your launcher has the rights (in which case you should be getting a different message, but hey, would not the first time we get wrong messages).

That's how I'd try to trace the cause... someone may know better than this.
