After some help from Dragan, I have determined that my problem involves security.
I can install my application as the domain administrator and it launches and runs correctly if I am logged in as the administrator.
Then when I login as the user of the machine (not an administrator) I get the error "file is not an object"
I can right click and run as administrator, and it will run correctly after imputing some initial setup parameters.
Just running it as an administrator would be a solution, but it asks me for my setup parameters every time. It's not saving them as it would if it was running as a local user.
So it is still not finding the VFP support files unless I have admin privileges. Even though I installed it with full admin privileges and chose to give program access to "everyone" in the install shield setup.
