Probably because you have the wrong Report*.APP files.
Please download the correct files at the same downloads link of Foxypreviewer. Look for the "Report*.APP files. Get these if you are having problems"

Even if you don't have VFP9 sp2 installed, FoxyPreviewer can still run perfectly if you replace only the Report*.app files.
