My queries then should be
Is a person either R or D or is a person R or not R?
I'm bleary-eyed but it seems that if someone voted R in 2010, R in 2006 and D in 2008, that person would be an R under rule 1 but not under rule 3.
Am i correct?
If so which one would take precedence?
