Not sure. There's no index.html that comes from Web Connection - that must be your own page. Web Connection creates default.htm in a new site and the demo, but those are just placeholders so you have something to start from. They are not required nor do they do anything other than link a few basic resources in the new project.
So I'm not sure when you say what index.html would do - it's a static resource unless you explicitly redirected it to be processed by Web Connection (.html scriptmap?)
