I spoke too soon, it let me change the directory using:
Icono=GETOPENFILENAME(0,"Iconos"+CHR(0)+"*.png","default.png",RutaIconos,"Seleccione el Icono",1)
It seems that OFN_NOCHANGEDIR means that, after calling the function, you remain in the same directory you were before the call, not that it won't let you change directories.
