Does it make a difference if you install for all users or just a specific user?

>So I needed to recompile an app and build a new install disk. When run under Win7 64 bit it does not create the desktop icons, or the start menu icons, and also does not create the data directory (C:\myfolder). All of this even though it DOES ask for and get the administrator password. Is there a solution to this problem?
