Certainly do things differently than the USA. Sort of makes sense though - they realize that these inmates will end up back in society and try to address the real problems - whereas here we impose such lengthy sentences that I think the inmates feel no hope. If they actually have a significantly lower recidivism (I saw no stats) perhaps we can learn something.
