Clear labelling solves problem -- as long as people read them. The question next question would be, how many people actually read labels? (for that matter -- how many people actually read?) The folks who aren't likely to read labels, and want the govenment to protect them (from their own stupidity) are likely to be the same folks that are very vocal about "there ought to be a law against this!"
