Program < Do,selected the
c:\Program Files (x86)\Microsoft Visual FoxPro 9\Wizards\ folder and chose
anchoreditor.app. This time it displayed a message that it had registered the wizard.
Same here... the difference was that I had an open editor when it was invoked - in which case it reacts to a selected object's existence, and goes to edit its anchor. Once I ran the above line with no editor at all, then it registered.
