I have.

I was asked to continue to bill a contract writing installers for the USDA that I finished in 2 weeks. They had had contracters trying to get the installers done for over a year, and had gotten approval for another year of contractor time to finish the job.

They seemed rather flabberghasted when I told them my company would not bill for services not rendered.

This was in 2002
