Curiouser and curiouser.

You maybe right about the security getting in the way. I Googled about it and got many result stating simular problem. I used the search "foxpro ie beforenavigate2 not firing ". There is even a forum question from Rick Strahl. perhaps he could have a solution.

Does the TaskPane tool work as expect? It uses a simular method but more complex (if I recell right.) Check out the code for it in the FoxPro XSource folder.

I will keep looking while time permits.
