From the VFP 5.0 Help file:
"You can include the optional WINDOW clause to specify a window in which the report is previewed. WindowName can be the name of a window created with DEFINE WINDOW or a form."
I just tried this and it does work as described without activating _SCREEN. I created a top level form and previewed the report in it.
