No you can't call 32 bit DLLs from 64 bit applications. You should however be able to call EXE servers since they effectively run in external processes.
One other thought: If Cold Fusion can run in 32 bit mode you can switch IIS Application Pools to run in 32 bit mode. Once they do they can then call 32 bit DLLs again. This works for ASP.NET for example which can run either way. Possibly CF has something similar where it supports both 32 and 64 bit operation.
