It isn't even geographic. Basically each town takes its pick. Many years ago I had an internship at the Evansville Press and we had a giant map of Indiana on the wall, with fast time locations in one color and slow time in a different color. That way you could make a better guess whether someone you wanted to talk to was in the office yet or not. (This was before cell phones; as my daughters will cheerfully tell you, I am very, very old).

Arizona is another interesting one - they don't have DST - except in the national parks (I guess because it's considered federal land as opposed to state land??). We have no DST here in Hawaii - but I don't know about the national parks here.
