BTW - The last time I had a situation like this, where the network and other workstations were negatively affected whenever our app was run it was because AVG was doing some sort of real-time scanning on all data flowing out of our database. When we switched off AVG from scanning our application folder the problem went away. So check the AV and whether your app folder is excluded.
