If you have your own Web Server you can host Subversion pretty easily on your own. For Windows VisualSvnServer works great. More info here:

Lots of free online hosting is available for open source projects. If you need security to prevent open access, then you have to pay. Also using GIT or HG are considerably different than CVS style source code management systems - personally I still prefer something a little more structured like SVN than the somewhat whacky push/pull mechanisms of distributed source repositories.
