I had the same issue with a customer but they only needed to send out about 500-600 emails once a week. They are using an inexpensive Cable Modem account with a static IP address. There were two alternatives:
(1) Get a more costly account from their ISP imeWarner.
(2) Put a 20 second pause between emails since this was found to work OK.
I chose the 20 second pause and the emails get issued at a leisurely pace taking around 4 hours. Not a problem with this low volume, so the customer starts the task Monday morning and walks away from it until it finishes.
