I tried the experiment now (I also have Windows 7 64 bit and Office 2010) and the date is correct for me. Are you sure the folder shows the last modified date for you and not the creation date?
BTW, if you check dates on this file using either .NET or VFP, are they correct?
If it's not broken, fix it until it is.
