Should a RESOURCE= command create a FoxUser table?

I am attempting (without success) to do a RESOURCE='D:\FoxUser.dbf' from the VFP command window. In Windows 7, the Properties dialog shows that I have Modify, Read & execute, List folder contents, Read, Write permissions for the D: drive (but not Full control or Special permissions).

A FoxUser table is not being created but there is no error message when I execute the command.

Can you think of any reason why this would be failing?
