Well, as mentioned last year in this famous thread, there are some workarounds to be able to participate. You can have an out of province address, if applicable. You can also have someone from out of province to represent you, but that requires you to give all the rights of your application to him/her. And, if you are really desperate to participate and can't have any workaround, you can always take a chance and submit your application however. Would it be considered? That's the question. :)
